Library Trustees - 11/4/2021

 

Rumney Library Trustees – Approved 3/8/3022

November 4th, 2021

 

The 3rd meeting of 2021 was opened at 5:30 PM with Trustees Roger Daniels, Lorrie Eaton, and Stacie Winsor present. Also attending was Susan Turbyne, Library Director.

 

Lorrie moved that the minutes from our meeting on September 22nd, 2021, be approved as presented. The motion was seconded by Stacie and unanimously passed. The approved minutes will be forwarded to the town office and placed on the Rumney Trustees blog.

 

A cash flow report for 2021 Third Quarter (July 1, 2021, thru September 30, 2021) was presented. Lorrie moved that the report be approved. The motion was seconded by Stacie and unanimously passed.

 

Stacie, our board treasurer, presented our budget request for the year 2022. After discussion, Lorrie moved that the budget request be approved by the trustees and forwarded to the town office. The motion was seconded by Stacie and unanimously passed.

 

On October 6th, Joe Chivell from the town office, let us know that Old Sweeps and Masonry out of Bristol would be able to come to repair the cover on the chimney that had been damaged by winds last spring. The board conferred by phone and email and took the following action. Lorrie moved that we accept the estimate of $650.00 from Old Sweeps and Masonry and have them do the work. The motion was seconded by Stacie and was unanimously passed. On October 29th, 2021, the work was completed, and the bill has been paid.

 

On October 20th, the boiler was inspected by Stephen C Sawyer representing Travelers Insurance who recommended two repairs: replacement of the water tube indicator and the pressure relief valve. Assistant Director, Jane Kelso, contacted Pemi River Fuels and scheduled the work for December 1st. Lorrie moved that we proceed with the repairs and having the boiler cleaned. The motion was seconded by Stacie and unanimously passed.

 

Tom Wallace spoke with Susan this afternoon and suggested we follow up with Margaret Dillion, the building and energy specialist whom we worked with in 2014 at the time of our addition and have her update her original report to today’s costs. We will request a follow up report after our “Button Up” project with Shakes and Shingles is complete. This will give us a comparison of heat savings because of our project. Lorrie moved that we engage Margaret Dillon to do the energy saving reports for the library. The motion was seconded by Stacie and unanimously passed. Tom will be our contact with Ms. Dillon.

Library Trustees - 9/22/2021

 

Rumney Library Trustees – Approved 11/3/2021

September 22nd, 2021

 

The 2nd meeting of 2021 was opened at 6:00 PM with Trustees Roger Daniels, Lorrie Eaton, and Stacie Winsor present. Also attending were Susan Turbyne, Library Director and Tom Wallace.

 

As the meeting got under way, the board congratulated our Chair, Roger Daniels, for the honor he received earlier this month when he was recognized by the Rumney Historical Society for the many hours of service he has given the Rumney Museum over the past forty years. The Selectmen declared September 11th, 2021, as Roger Daniels Day in Rumney with a proclamation. Board members, Lorrie Eaton and Stacie Winsor thanked Roger for his many years serving on the Byron G Merrill Board of as well, and the contribution he has made to the library.

 

Lorrie Eaton moved that the minutes from our meeting on May 17th, 2021, be approved as presented. The motion was seconded by Stacie Winsor and passed. The approved minutes will be forwarded to the town office and placed on the Rumney Trustees blog.

 

A cash flow report for 2021 Second Quarter (April 1, 2021, thru June 30 2021) was presented. Lorrie Eaton moved that the report be approved. The motion was seconded by Stacie Winsor and passed.

 

Tom Wallace, our liaison with the firm, Shakes to Shingles, reviewed their proposal outlining a plan of conservation measures to make the Byron G Merrill Library more energy efficient. After discussion, Lorrie Eaton moved that we accept the proposal from Shakes to Shingles and move forward on this project. The motion was seconded by Stacie Winsor and unanimously passed. Tom will forward this news to Shakes and Shingles and will report back at our next meeting with the work schedule. The board thanked Tom for his work on this project.

 

We will meet again in early November for an update on the ‘Energy Conservation Project” from Tom, an update on the “chimney project” from Roger and Joe Chivell, a budget proposal and a review of our trust funds from Stacie, and a discussion on having our building inspected to help with our long-term planning.

Library Trustees - 5/17/2021

 

Rumney Library Trustees – Approved 9/22/2021

May 17th 2021

 

The 1st meeting of 2021 was opened at 6:30 PM with Trustees Roger Daniels, and Stacie Winsor present. Lorrie Eaton was available by phone. Also attending was Susan Turbyne, Library Director.

 

Lorrie Eaton moved that the minutes from our meeting on October 26th 2020 be approved as presented. The motion was seconded by Stacie Winsor and passed. The approved minutes will be forwarded to the town office and placed on the Rumney Trustees blog.

 

A cash flow report for 2021 First Quarter (January 1 2021 thru March 31 2021) was presented. Lorrie Eaton moved that the report be approved. The motion was seconded by Stacie Winsor and passed.

 

The following concerns having to do with old business were discussed:

 

·         Furnace Project – Tom Wallace and Charles Buckley worked on the heating and energy saving projects proposal through the months of November, December, and January. The drawings for a new hot water system have been completed by Mr Buckley at no cost to us and a thank you to him has been sent. Tom is waiting for some additional numbers and will then finish up the proposal and present it to the board for approval at our next meeting.

 

·         Fire Alarm System – Our alarm system has been malfunctioning for some time and money was set aside at the end of the year to fix it. Due to covid and the library schedule being in flux, the work has not been completed. We will proceed and set a date for the work.

 

·         Battery – It is the opinion of the building safety inspector that we replace the battery that operates the outage lights and signage in the new entry. Money was set aside for AES Electric to take care of this at the end of the year but they have been unable to come. We will call and schedule a date for the work.

 

·         Maintenance – The town has agreed to take care of the mowing and Steve Daniels has agreed to neaten up around the outside of the building. A final check will be sent to Oikle and Sons for cleaning up this spring.

 

·         Mail Box – The new mail box has been installed.

 

·         Replacement of the apron around the perimeter of the building – It was agreed to table this project.

 

·         Closet/Safe area – This area needs to be cleaned out and refurbished as part of the ceiling is falling down. It was agreed that we will look for someone willing to take on this “small job” repairing the ceiling and painting. Lorrie has a couple of people to call.

 

·         Damage on the roof, loss of some shingles and metal cover on top of chimney has fallen off – It was agreed that we need to have more information about what needs to be done. Lorrie and Roger have some people to contact.

October 26, 2020

 

The 3rd meeting of 2020 was opened at 5:30 PM with Trustees Roger Daniels, Lorrie Eaton, and Stacie Winsor present. Also attending was Susan Turbyne, Library Director.

 

Lorrie Eaton moved that the minutes from our meeting on June 19th 2020 be approved as presented. The motion was seconded by Stacie Winsor and passed. The approved minutes will be forwarded to the town office and placed on the Rumney Trustees blog.

 

Cash flow report for 2020 2nd Quarter (April 1 2020 thru June 30 2020) and 3rd Quarter (July 1 2020 thru September 30 2020) were presented. Lorrie Eaton moved that the reports be approved. The motion was seconded by Stacie Winsor and passed.

 

Stacie presented and reviewed our budget request for 2021. Lorrie moved that the budget request be approved. The motion was seconded by Stacie and passed.

 

Susan updated us on operations…Coronavirus has affected life at this library. Since March, “Porch-side” pick up was put in place and visits “by appointment” were added late spring…both have been well received. At this time, at the request of our patrons and with the awareness of our comfort level, we plan to continue our abbreviated hours without appointments. The two day schedule will give us time to deep clean and quarantine our books between open days. Looking ahead through the holidays, we plan to be closed on the Saturdays following Thanksgiving, Christmas, and New Year’s. In order to keep the Rumney community up to date on our procedures and happenings, each week we put together a “This Week at the Library” page which is sent to the Plymouth Record, sent as an email to our patrons, added to our blog and displayed at the front of the library.

 

Susan asked to speak about the fire alarm system which has been malfunctioning.

Discussions have involved David Coursey (Rumney Fire Chief). Bob McNaughton (Independent Systems Distributors Inc provider of the equipment) and Kevin Peters (AES Electric who installed the system). We have received a quote from Independent Systems to replace the batteries and reprogram the box in the amount of $2,803.36. Stacie will do some research as to our options and will report back.

 

Tom Wallace arrived to fill us in on his research concerning our need for a new heating system. There seems to be a consensus that we should change from steam to a hot water system and the next step will be to put together a warrant article for the March 2021 Town Meeting for funding approval. Tom and Charlie Buckley, a resident engineer, will work on this.

·         In addition we are studying cost saving ways to improve our insulation in the attic and on the stairway to the attic in order that we may save on heating bills. Also of concern are the skylights.

·         As we move forward, we are also interested in a cooling system.

Once costs are estimated for these projects, we will meet again and define the scope of the project.

Library Trustees - 6/19/2020

 

The 2nd meeting of 2020 was opened at 6:30 PM with Trustees Roger Daniels, Lorrie Eaton, and Stacie Winsor at a socially acceptable distance. Also attending was Susan Turbyne, Library Director.

 

Lorrie moved that the minutes from our meeting on February 11th 2020 be approved as presented. The motion was seconded by Stacie and passed. The approved minutes will be forwarded to the town office and placed on the Rumney Trustees blog.

 

A cash flow report for 2020 1st Quarter (January 1 2020 thru March 31 2020) was presented. Lorrie moved that the report be approved. The motion was seconded by Stacie and passed.

 

Lorrie moved that we table the following projects and focus on thoughts on the update of the heating system. The motion was seconded by Stacie and passed.

 

·         Installation of heat in the downstairs room currently serving as the Teen Room

·         Maintenance – Transfer the grounds maintenance to the town of Rumney

·         Mailbox – Replacement

·         Replacement of the apron around the perimeter of the building

·         Closet/Safe area repairs

 

Lorrie Eaton moved that we proceed with formulating a proposal for replacing the furnace. The motion was seconded by Stacie Winsor and passed.

 

·         Susan reported on a discussion with Tom Wallace. An “Energy Audit” was done for the library in the Feasibility phase of the design for our addition. The consultant recommended that the existing steam heating system be replaced with a hot water baseboard system for heating and heat pump units for AC. We need to locate this report.

·         Tom has also contacted NHEC for input and we are waiting to hear back from them. If we do not hear back this week, we will follow up...

·         Roger reported that Carl Doe is also working on a proposal.

·         After we gather some information, we can discuss this further.

 

Our next meeting will be mid-July.

Library Trustees - 10/10/2019


The fourth meeting of 2019 was opened at 6:30 PM with Trustees Roger Daniels, Lorrie Eaton, and Stacie Winsor present. Also attending was Susan Turbyne, Library Director.

Lorrie Eaton moved that the minutes from our meeting on September 23rd 2019 be approved as presented. The motion was seconded by Stacie Winsor and passed. The approved minutes will be forwarded to the town office and placed on the Rumney Trustees blog.

The following concerns were discussed:

• At our previous meeting we discussed extending the library hours and adding additional programing. We are staying open on Wednesdays until seven through the month of October and will review this at our next meeting. An October flyer was distributed promoting the extended hours as well as this month’s programming.
o Wednesday morning story times started yesterday. Jane Kelso led the program which included stories, songs, and crafts and I thought it went very well. The Story Time will continue each Wednesday morning at ten.
o The Historians gathered here this morning to work on a project... they are scanning and cataloguing all the photos displayed in the museum. They will be meeting most Thursday mornings.
o This afternoon the Clippers and Obiters met to work on the Rumney scrapbooks... Sheila O’Meara, Pat Reynolds, Joanne Jette, and Louise Randall.
o The Knitters met this afternoon as well, worked on their projects, and enjoyed both impossible pie and sweet potato cake. It was a pleasant community time.
o Rachel is planning a program, All About Apples, on October 24th at 3 and has several fun things planned for kids of a variety of ages.
o The Library will be open for ‘trick or treaters’ on Halloween night from 4:30 til 5:30.


• Replacement of the apron around the perimeter of the building – Tom Wallace has agreed to head up this task for us. He has measured the area and talked with the folks at CCI. They suggested contacting Saulnier Concrete which he will do to get pricing.

• Installation of heat in the downstairs room currently serving as the Teen Room – Carl will install a low radiator on the north wall with a wireless thermostat.

• Updating our investments with the Citizens Bank and identifying the report to the state regarding these funds – I contacted Beverley Tilley, the Assistant VP of the Government Banking Division in Manchester for help and she gave me the name of our new relationship manager, Lyn Gelinas. The next step will be to deposit the check, recently received from the estate of Lucille Little, in Plymouth and then follow up with a telephone call to Client Services to have it posted to the appropriate sub account.

• Budget request for the 2020 year – Stacie presented our request for $47,789.00. After discussion, Lorrie Eaton moved that we present this 2020 Budget to the Town of Rumney. The motion was seconded and passed.

• Maintenance
o Snow Removal – Lorrie will make some calls.
o Mowing – Susan will speak with Joe about having the town mow our grass when they take care of the Historical Museum.
o Furnace inspection and repair – Pemi Fuel has changed the primary control on the burner and it is now working. Susan will ask Pemi Fuel to perform annual maintenance on the furnace. Carl Doe will take care of the leaky vent and he will clean or replace the boiler gage glass. We will also request that he inspect the vents on the radiators and replace where necessary.

Mailbox – The mailman has suggested changes for our mailbox. Susan will make some calls and we will take care of this.
o Lockbox on outside electric outlet – The outside electrical outlet now has a lockbox on it at a cost of $16.50 with work provided by Steve Daniels and Jim Turbyne.


It was agreed to meet on Tuesday, October 22 at 6:30 at the library to discuss and update our progress regarding these concerns.

Library Trustees - 9/23/19


The third meeting of 2019 was opened at 6:30 PM with Trustees Roger Daniels, Lorrie Eaton, and Stacie Winsor present. Also attending was Susan Turbyne, Library Director.

Lorrie Eaton moved that the minutes from our meeting on June 1 2019 be approved as presented. The motion was seconded by Stacie Winsor and passed. The approved minutes will be forwarded to the town office and placed on the Rumney Trustees blog.

The following concerns were discussed:
• Identifying our Library Goals – We discussed a variety of goals including extending our hours and offering a variety of programs
• Replacement of the apron around the perimeter of the building – We all agree that there is a need to complete this project. Our next step will be to identify a person to head up the project.
• Installation of heat in the downstairs room currently serving as the Teen Room – It was agreed that we want to complete this project. Roger has been talking with Carl Doe and will come to our next meeting with a proposal.
• Updating and understanding our investments with the Citizens Bank and identifying the report to the state regarding these funds – Susan will visit the Citizens office in Manchester and check on the status of our accounts.
• Putting together our budget request for the 2020 year – Stacie and Susan will have a proposal ready for our next meeting.

Susan shared a resume from a librarian who would like to work at our library.

It was agreed to meet on Monday, October 10th at 6:30 at the library to discuss and update our progress regarding these concerns.
